Arq’s Director of Research Daan Juijn gave evidence on multilateralism and AI governance to the UK House of Lords’ committee on International Relations and Defence, chaired by former NATO Secretary General Lord Robertson.

His evidence focused on how the UK and EU seek similar ends on AI safety and human alignment, but pursue different but complimentary means, uniting the EU’s regulatory strength with the UK’s technical expertise, including through the UK AI Safety Institute.

Juijn highlighted the elephant in the room, that the USA is not open to international regulation or rules, and China seeks to develop its own through The World Artificial Intelligence Cooperation Organisation (WAICO). However, he said the UK and EU should focus on investing on the verification tech that would be needed to police any future cooperation, including any potential G20 agreement brokered under the UK’s Presidency in 2027.
